Course Overview
Skills Provider is an accredited provider of The Oliver McGowan Mandatory Training on Learning Disability and Autism – Tier 2. This one-day training course is designed to equip health and social care professionals with the knowledge and skills required to deliver high-quality, person-centred care for people with learning disabilities and autistic people.
The training is suitable for all staff involved in providing care and support in health and social care settings. It supports learners to develop the confidence, understanding, and practical skills needed to deliver truly person-centred care.
The programme is named in memory of Oliver McGowan, whose death highlighted the urgent need for improved knowledge, skills, and understanding among health and social care staff when supporting autistic people and people with a learning disability.
The Oliver McGowan Mandatory Training on Learning Disability and Autism – Tier 2 aligns with the learning outcomes set out in the DHSC document Right to be Heard (2019) and the Core Capabilities Framework for Supporting People with a Learning Disability and Supporting Autistic People.

Course Content
The one-day programme comprises two essential elements:
- Morning Session: Learning Disability
- Afternoon Session: Autism
Understanding Learning Disabilities
Aim: To improve learners’ knowledge of learning disabilities, effective care practices, and the legal framework that supports them.
Objectives:
- Recognise and reflect on unconscious biases to prevent diagnostic overshadowing.
- Learn from Learning from Lives and Deaths Reviews (LeDeR), including consideration of co-morbidities.
- Raise awareness of campaigns such as STOMP (Stop the Over Medication of People with a Learning Disability) and STAMP (Stopping Over-Medication of People with a Learning Disability, Autism, or Both).
- Review the Equality Act 2010 and understand the importance of making reasonable adjustments.
- Understand the correct application of the Mental Capacity Act 2005.
- Know when to apply Do Not Attempt Cardiovascular Resuscitation (DNACPR).
- Improve communication with individuals with learning disabilities and their families.
- Recognise the value of hospital passports and annual health checks in supporting individuals with learning disabilities.
- Understand why autism is often described as an invisible condition.
- Reflect on your own values and beliefs about autism.
- Recognise the unique strengths and challenges of autistic individuals.
- Identify potential triggers for anxiety in autistic people.
- Explore reasonable adjustments and strategies to adapt practices to better support autistic individuals.
- Familiarise yourself with relevant legislation and resources that promote inclusive, enabling services.

Course Prerequisites
To take part in Tier 2 training, learners must first complete the free online eLearning course provided by Health Education England.
Completion of this eLearning is a mandatory pre-course requirement for all participants in the Oliver McGowan Mandatory Training on Learning Disability and Autism – Tier 2.
Oliver’s training focuses on awareness and understanding rather than treatments or specific interventions. It equips staff with the knowledge and skills needed to ensure positive, person-centred health and social care interactions for individuals with a learning disability and/or autism.
This accredited programme can only be delivered by Skills Provider Limited trainers who are approved by Health Education England – Oliver’s Campaign and hold a unique trainer PIN.
